The National Election Board of Ethiopia (NEBE) is an independent constitutional body established under Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. NEBE is mandated to conduct free, fair, and credible elections and referendums at federal and regional levels.
Since its establishment, NEBE has conducted five national elections, two local elections, and six referendums, with branch offices across federal, regional states, and the two city administrations. In line with institutional reform, Proclamation No. 1133/2019 restructured the Board into five full-time members serving a six-year term.
NEBE invites qualified, competent, and committed applicants for the following vacant positions.
Position 1: Finance Expert
Position Overview
The Finance Expert will be responsible for managing financial operations, budgeting, payroll, compliance with financial laws, and ensuring effective financial control systems.
Education and Experience
- MA or BA in Accounting & Finance, Economics, Business, or related fields
- 5 years of experience with a Master’s degree or 7 years with a Bachelor’s degree
Required Knowledge and Skills
- Strong knowledge of financial rules, regulations, and tax laws
- Experience in payroll preparation and budget management
- Knowledge of internal financial implementation and regulations
- Proficiency in IFMIS
- High attention to detail and accuracy
- Ability to work under pressure and meet tight deadlines
- Strong communication skills
- Must not be a member of any political party

Position 2: Program Assistant
Position Overview
The Program Assistant will support program coordination, event management, travel arrangements, documentation, and administrative tasks at NEBE headquarters.
Education and Experience
- BA or MA in Management, Public Administration, Secretarial Science and Office Management, Law, Political Science, or related fields
- 3 years of experience with a Bachelor’s degree or 0 years with a Master’s degree
- Proven experience in event management and travel coordination
Required Knowledge and Skills
- Proficiency in written and spoken English and Amharic
- Strong computer literacy
- Knowledge of additional local languages is an advantage

Position 3: Procurement Expert
Position Overview
The Procurement Expert will manage procurement planning, supplier engagement, contract management, and compliance with procurement laws and best practices.
Education and Experience
- MA or BA in Logistics and Supply Chain Management, Management, Economics, Purchasing and Supplies Management, Marketing, or related fields
- 5 years of experience with a Master’s degree or 7 years with a Bachelor’s degree
Required Skills and Competencies
- Strong knowledge of procurement regulations and supply chain management
- Excellent negotiation and vendor management skills
- Attention to detail and strong organizational ability
- Proficiency in procurement systems and tools
- Strong communication and interpersonal skills
- Knowledge of federal and local working languages
- Must not be a member of any political party

Position 4: Deputy Head – Finance and Budget Department
Position Overview
The Deputy Head will lead financial planning, budgeting, compliance, and strategic financial management at the institutional level.
Education and Experience
- MA or PhD in Economics, Accounting and Finance, Business Management, or related fields
- 9 years of experience with a Master’s degree or 7 years with a PhD
- At least 4 years of experience in leadership, strategic management, or program management roles
Required Skills and Competencies
- In-depth knowledge of financial principles and accounting standards
- Strong analytical and problem-solving skills
- Excellent leadership, communication, and interpersonal skills
- Proficiency in financial management systems and Microsoft Office
- Strong ethical standards and commitment to transparency and integrity

Position 5: Head – Debre Birhan Branch Office
Position Overview
The Branch Head will oversee regional operations, leadership, coordination, and implementation of NEBE mandates at branch level.
Education and Experience
- PhD with 8 years or Master’s degree with 10 years of experience in Law, Political Science, Human Rights, Project Management, Management, or related fields
- Minimum of 4 years in a leadership position
Required Knowledge and Skills
- Strong understanding of change management methodologies
- Excellent organizational and communication skills
- High ethical standards and integrity
- Strong understanding of democratic institutions and electoral principles
- Proficiency in federal working language, regional language, and English
- Knowledge of HR, finance, and procurement systems

Position 6: Deputy Head – Planning, Monitoring, Evaluation and Learning (PMEL) Department
Position Overview
The Deputy Head of PMEL will lead planning, monitoring, evaluation, learning systems, and data-driven decision-making processes for NEBE programs.
Education and Experience
- MA/MSc or PhD in Economics, Statistics, Mathematics, Management, or related fields
- 9 years of experience with a Master’s degree or 7 years with a PhD
- Minimum of 4 years in a leadership role
Required Skills and Competencies
- Strong knowledge of PMEL/MEAL systems, preferably in governance or election programs
- Understanding of election cycles and strategic planning
- Expertise in quantitative and qualitative data analysis
- Familiarity with electoral laws and governance frameworks
- Strong strategic thinking and analytical skills
