About the Role
The Children’s Investment Fund Foundation (CIFF) seeks a Senior Manager to lead its WASH portfolio in Ethiopia, driving strategic leadership, grant management, and asset-based water delivery initiatives. The role combines senior oversight of CIFF-funded programs, stewardship of physical water assets, and targeted engagement with government and continental institutions, including the African Union (AU) and AUDA-NEPAD.
This position provides a unique opportunity to influence national and regional WASH outcomes, improve child survival, nutrition, and education, and contribute to climate resilience through innovative delivery models.
Key Responsibilities
Strategy & Planning:
- Lead technical and strategic direction for CIFF’s WASH investments in Ethiopia
- Design, appraise, approve, implement, and close WASH grants
- Monitor grant performance against results frameworks, value-for-money metrics, and risk indicators
- Prepare internal analysis, board materials, and decision papers for executive oversight
Programme Delivery & Performance:
- Act as senior manager for CIFF Water, overseeing drilling rigs, support vehicles, and geophysical equipment
- Manage leasing and partnership arrangements with government and non-profit entities
- Ensure systems for asset utilization, maintenance, reporting, compliance, and risk management are robust
- Provide technical assistance to accelerate World Bank–financed WASH programs
- Monitor outputs such as wells drilled, water schemes developed, populations served, and sustainability indicators
- Serve as CIFF focal point for AU and AUDA-NEPAD WASH engagement
- Represent CIFF at regional and continental forums, promoting thought leadership
Stakeholder & Partner Management:
- Conduct rigorous research and evaluation of potential partners
- Maintain strong partnerships and apply corporate account management protocols
- Engage in strategic collaborations for adoption, co-funding, or scaling up of programs
Team Leadership:
- Mentor and coach junior team members
- Line or matrix-manage staff supporting WASH grants, CIFF Water, and technical assistance
- Foster a culture of learning, accountability, and adaptive management
Job Requirements
Essential Skills & Experience:
- Senior-level experience in WASH program design, financing, and delivery in low- and middle-income countries
- Proven experience managing high-value portfolios from design through implementation and closure
- Strong experience working with government systems and infrastructure-heavy delivery models
- Analytical, financial, and risk-management skills
- Excellent relationship-building and influencing skills with senior stakeholders
- Outstanding written and verbal English communication
Desirable:
- Engagement experience with AU or AUDA-NEPAD
- Exposure to organizational design or spin-offs of delivery entities
- Familiarity with Ethiopia’s WASH sector, institutional landscape, and political economy
