POSITION SUMMARY
Oxfam GB is seeking a Public Health Promotion (PHP) Officer to lead hygiene behavior change activities in Lock Dong refugee camp. This role is vital in delivering effective WASH and community engagement interventions to ensure safe water access and improved sanitation conditions in line with SPHERE and Oxfam standards.
KEY RESPONSIBILITIES
- Lead community-based hygiene promotion efforts in collaboration with Public Health Engineering (PHE) colleagues
- Assess health risks and recommend context-specific interventions
- Train community outreach agents, water point attendants, and hygiene teams
- Develop IEC materials and mobilize communities using participatory methods
- Ensure program delivery meets gender-sensitive, inclusive, and safeguarding standards
- Facilitate complaint and feedback mechanisms and ensure accountability to beneficiaries
- Monitor and report on hygiene promotion indicators
- Supervise PHP assistants and support performance development
- Coordinate with the MEAL team for timely data collection and adaptive program management
QUALIFICATIONS & EXPERIENCE
Essential:
- Bachelor’s degree in Public Health , Environmental Health, Nursing, or related field
- Minimum of 3 years of experience in public health programs, preferably in humanitarian or refugee settings
- Knowledge of community mobilization, behavior change communication (BCC), and WASH integration
- Experience with gender, protection, and diversity mainstreaming in health programs
- Strong assessment, communication, and report-writing skills
- Fluency in English; willingness to travel and work in remote refugee camp environments
Desired:
- Experience with NGOs in refugee response
- Ability to communicate in Nuer or Amharic
- Familiarity with humanitarian tools (e.g., SPHERE, Core Humanitarian Standard)
- Technical software skills (e.g., AutoCAD, WaterGEMS) are a plus
