About NEBE
The National Election Board of Ethiopia (NEBE) is an independent constitutional body established under Article 102 of the FDRE Constitution. Since its establishment, NEBE has successfully organized five national elections, two local elections, and six referendums across federal, regional, and administrative city structures.
In 2019, the House of Peoples’ Representatives enacted Proclamation No. 1133/2019, restructuring NEBE’s governance with a five-member full-time management board serving six-year terms. NEBE’s core mandate is to ensure transparent, credible, and inclusive elections in Ethiopia.
Position Overview: Election Operations Advisor to the Chairperson
The Election Operations Advisor will provide strategic and technical expertise to the Chairperson on election operations, logistics, and resource management. The role requires strong leadership, analytical skills, and a commitment to upholding NEBE’s values of integrity, impartiality, and accountability.
Key Duties and Responsibilities
- Provide expert advice to the Chairperson on operational planning, logistics, and resource management.
- Develop and implement operational policies and procedures to improve electoral efficiency.
- Monitor and evaluate operational processes, recommending improvements.
- Oversee and approve election planning, logistics, and materials allocation.
- Manage resources, budgets, and procurement activities effectively.
- Facilitate capacity-building and training programs for NEBE staff.
- Identify risks and develop contingency plans for election operations.
- Ensure effective collaboration with regional offices and stakeholders.
- Uphold ethical standards, integrity, and impartiality in all processes.
- Establish strong communication and reporting mechanisms within operations.
- Resolve operational conflicts and promote continuous improvement.
- Perform other related duties as assigned by the Chairperson.
Qualifications and Experience
- MA degree or PhD in Management, Economics, Project Management, Business/Public Administration, or related fields.
- Minimum of 9 years of experience for Master’s degree holders or 7 years for PhD holders, including 4 years in leadership roles.
- Familiarity with electoral processes is an added advantage.
