About ECMA
The Ethiopian Capital Market Authority (ECMA) is an autonomous federal regulatory authority established under Capital Market Proclamation No. 1248/2021. ECMA’s primary mission is to ensure a fair, orderly, and efficient capital market environment, regulating securities issuance, trading, and related market activities. ECMA licenses and supervises security exchanges, derivative exchanges, depositories, capital market service providers, and other regulated financial activities in Ethiopia.
Position: Head of Human Capital Management
Qualifications
- Master’s degree or higher in Human Resources, Personnel Management, Management, Business Administration, or a related field from an accredited institution
- Minimum of 7 years of relevant experience, including at least 2 years in a management or equivalent role

Purpose of the Role
The Head of Human Capital Management will oversee all aspects of human resources, including recruitment, employee relations, performance management, training and development, compensation and benefits, and labor law compliance.
Key Responsibilities
- Implement recruitment strategies to attract and retain top talent
- Manage employee relations, including conflict resolution and disciplinary actions
- Oversee performance management systems, evaluations, and coaching
- Develop and implement training programs and evaluate effectiveness
- Design compensation and benefits programs aligned with labor laws
- Ensure compliance with employment laws, health and safety regulations
- Develop HR policies, maintain employee records, and ensure data confidentiality
- Build relationships with external stakeholders such as vendors, government agencies, and industry associations
- Collaborate with departments to contribute to the overall success of ECMA
