In Ethiopia, our integrated programs tackle urgent humanitarian needs through Health, Nutrition, WASH, and Food Security & Livelihood interventions.
Job Summary
As Senior Program Manager, you will lead the planning, execution, and monitoring of multi-sectoral humanitarian projects—including Health, Nutrition, WASH, and Food Security—in Tigray Region. Reporting to the Field Coordinator, this role ensures quality implementation, donor compliance, and cross-sectoral integration, while also playing a vital role in external representation and team leadership.
Key Responsibilities
Planning & Management
- Design and oversee implementation plans, HR, and procurement in collaboration with capital teams
- Conduct contextual and needs assessments to inform program design
- Ensure compliance with ACF policies and donor regulations
Program Quality & Technical Support
- Oversee high-quality delivery of Nutrition, WASH, and Food Security programs
- Provide coaching and technical oversight to coordinators and field staff
- Strengthen referral systems for malnutrition and related cases
- Mainstream gender and protection approaches in all programs
Monitoring, Evaluation, Accountability & Learning (MEAL)
- Ensure quality data collection and reporting
- Lead grant reporting (narrative & quantitative)
- Guide teams in SMART surveys and program reviews
- Document lessons learned and recommend program improvements
Team Management
- Mentor field teams through capacity-building sessions
- Conduct performance reviews and support staff recruitment
- Manage HR issues in coordination with HR department
Representation & Coordination
- Represent ACF in external coordination meetings and working groups
- Engage with partners including RHB, UN agencies, and local NGOs
- Promote multisectoral approaches and build strategic relationships
Budget Oversight
- Ensure timely and compliant budget utilization
- Monitor expenditure and ensure value for money
Qualifications & Competencies
Education & Experience
- Master’s in Public Health, Nutrition, or related field with 5+ years experience
OR - Bachelor’s/MD in Nursing or Public Health with 7+ years experience
- Proven track record managing USAID, ECHO, UNICEF, or similar donor-funded projects
- Prior INGO experience preferred
Skills & Attributes
- Strong leadership and program management abilities
- Technical knowledge in Health, Nutrition, WASH, and FSL sectors
- Proficiency in MS Office, SPSS, Epi Info
- Excellent report writing and communication skills
- Language: Fluency in English; Amharic or Tigrigna is a plus
- Strong alignment with ACF’s mission, values, and safeguarding principles
