About the Scholarship
The Romania Government Scholarship 2026 is a fully funded program for international students from non-EU countries who wish to pursue higher education in Romania. It supports students with strong academic results to study at Romanian universities in Bachelor’s, Master’s, or PhD programs (except Medicine, Dental Medicine, and Pharmacy).
Bachelor’s and Master’s programs are taught in Romanian. A free one-year Romanian preparatory course is provided if the student does not know the language. PhD students may choose to study in Romanian or another language approved by the doctoral school.
This scholarship covers tuition fees, a monthly stipend, and accommodation in student dormitories (subject to availability). No application or registration fees are required.
Scholarship Duration
- Bachelor’s Degree: 3–6 years
- Master’s Degree: 1–2 years
- PhD Degree: 4 years

Eligibility Criteria
- Open to all non-EU students
- Minimum academic average of 7 / “Good” according to grading system
- Applicants must not already hold another Romanian state scholarship for the same study cycle
- Bachelor’s and Master’s students must study in Romanian; preparatory course available if needed
- PhD students may choose Romanian or a foreign language approved by the doctoral school
- Must obtain written agreement from a Doctoral Tutor (PhD only) and pass admission interview
- Ineligible:
- Persons with protection status in Romania
- Diplomatic or consular staff in Romania
- Staff or family of international organizations in Romania
- Stateless persons officially recognized by Romanian law

How to Apply
Visit the official portal:
- Click “Apply for MFA Scholarships”
- Create an account using your email address
- Complete the online form with personal details, education history, and chosen study program
- Upload all required documents in PDF format (scanned separately, clear, translated/authenticated if needed)
- Review your application carefully and submit before March 31, 2026
- Confirm submission via email; applications sent by email or post will not be accepted
Note: Only one application is allowed per student. Editing after submission is not permitted.
Required Documents
- Copies of baccalaureate diploma or equivalent (authorized translation if needed)
- Copies of Bachelor’s, Master’s, or PhD degrees (if applicable) with translation
- Copies of transcripts of completed studies with translation
- Birth certificate with translation
- First three pages of valid passport
- Curriculum Vitae (CV) in English, French, or Romanian
- PhD applicants: Letter of intent, detailed research proposal, list of scientific works, and Doctoral Tutor agreement
- Proof of name change (if applicable)
- Certificate of final exam completion (if diploma not issued)
- Certificate of Romanian language competence or preparatory year completion (if applicable)
- Notarized parental consent for applicants under 18 (with translation)
