The National Senior Immunization Supply Chain Consultants will support Ethiopia’s immunization program by strengthening vaccine supply chains, improving cold chain management, and ensuring timely delivery of vaccines and essential primary health care commodities. This role directly contributes to reaching zero-dose children and supporting broader health goals, including Universal Health Coverage (UHC) and Immunization Agenda 2030.
Key Responsibilities
Strategic & Technical Advisory
- Provide technical guidance on vaccine logistics and supply chain components for national EPI programs.
- Support Ministry of Health (MoH) in vaccine co-financing discussions and strategic planning.
- Collaborate with UNICEF Supply Division and national logistics working groups.
Forecasting, Procurement & Distribution
- Assist in vaccine forecasting, procurement, shipment, clearance, and distribution.
- Conduct Vaccine Request Form (VRF) analysis and provide feedback to EPSS hubs, RHBs, and health facilities.
- Support new vaccine introductions and Supplementary Immunization Activities (SIAs).
Digital Systems & Data Visibility
- Advise on digital tools (mBrana, Dagu, VIVA, eLMIS) for vaccine stock monitoring and visualization.
- Ensure timely submission of Vaccine Arrival Reports (e-VAR) within 72 hours for ≥85% of shipments.
Cold Chain Equipment (CCE) Management
- Support availability, maintenance, and rehabilitation of cold chain equipment at all levels.
- Develop improvement plans and implement eco-friendly disposal of obsolete equipment.
- Participate in post-installation inspections, evaluations, and related studies.
Monitoring & Evaluation
- Conduct periodic EVM 2.0 assessments and implement Continuous Improvement Plans (CIP).
- Monitor and report supply chain performance indicators (DISC/IA2030).
- Support temperature monitoring, wastage reduction, and data-driven decision-making.
Capacity Building & Last-Mile Delivery
- Provide training and on-the-job coaching for MoH and EPSS staff.
- Support EPSS hubs and woredas in vaccine distribution to health centers and outreach sites.
- Submit reports documenting lessons learned, achievements, and recommendations.
Qualifications & Requirements
Education: Bachelor’s degree in Pharmacy, Public Health, Logistics and Supply Chain Management, or related field.
Work Experience: Minimum 5 years in immunization supply chain, logistics, storage, inventory control, and emergency response, preferably in the health sector.
Skills & Competencies:
- Expertise in health logistics, vaccine forecasting, procurement, and cold chain management.
- Knowledge of WHO PQS-listed equipment, Gavi CCEOP processes, and temperature monitoring.
- Strong analytical, communication, and reporting abilities.
- Experience in training, SOP development, and stakeholder engagement.
- Proficient in MS Excel, PowerPoint, Word.
- Fluency in English (other UN languages an asset).
Desirable:
- Experience in fragile or humanitarian settings.
- Knowledge of the Ethiopian health system and immunization programs.
