Position Purpose
The Health Field Officer 2 supports the implementation, monitoring, and management of health activities across Primary Health Centres, Hospitals, One Stop Centres, and Health in Detention facilities. This role contributes to achieving the objectives defined in the delegation’s annual planning for specific geographic areas or fields of activities.
Key Responsibilities
Health Care (90%)
- Implement prioritized health programs, monitor progress, and propose corrective actions.
- Conduct regular visits to supported health facilities, identify gaps, and enhance capacities.
- Assist the Health Delegate in planning operational strategies and health program design.
- Collect and analyze health data to inform decision-making and reporting.
- Organize and follow up on health trainings, administrative procedures, and agreements with partners.
- Conduct health assessments and field visits to monitor health activities and access threats.
- Liaise with health authorities, beneficiaries, and local stakeholders to ensure effective program delivery.
- Contribute to financial monitoring of health project activities.
Health in Detention (10%)
- Support assessment, planning, implementation, and follow-up of Health in Detention activities.
- Assist the Detention Delegate during visits and in medical data collection.
- Support training, management of medical kits, and translation/interpretation as required.
Additional Duties
- Follow up on work-related messages and correspondence.
- Represent ICRC professionally during field activities and meetings.
- Support supervision of local health professionals.
- Ensure continuity of health activities in the absence of the Health Delegate.
Qualifications
- University degree in Medicine (MD) or Nursing.
- Minimum of 2 years’ experience in health work with the Ministry of Health.
- Practical experience in humanitarian contexts (NGOs or humanitarian organizations) is an advantage.
- Knowledge of national health programs, government health structures, and the assigned geographic area.
- Fluent in English, Amharic, and Afaan Oromo (spoken and written).
- Computer literacy required.

- Location: Nekemte sub-delegation, with frequent field trips and overnight stays

- Length of Assignment: 1-year fixed-term contract (possible extension)
