The Inter-Governmental Authority on Development (IGAD) is a Regional Economic Community (REC) consisting of eight Member States: Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda.

Position 1: Communication Specialist
Qualifications & Experience:
- Master’s degree in Mass Media, Journalism, Public Relations, Multimedia, or other relevant Social Science fields.
- Certifications in digital governance, project management, or IT service management (advantage).
- At least 10 years’ experience in developing and implementing communication strategies relevant to digital development.
- At least 3 years’ experience in communications for public-sector institutions at national/international level, especially in the IGAD region.
- Strong background in branding, messaging, media campaigns, and report writing.
- Experience in project management, stakeholder engagement, and budget oversight.
- Knowledge of public and private media houses in the IGAD region.
Duty Station: Djibouti City, Djibouti (with frequent regional travel).
Position 2: Senior Digital Advisor
Qualifications & Experience:
- Master’s degree in ICT, Computer Science, Digital Transformation, Information Systems, Public Administration, or related fields.
- Certifications in digital governance, project management, or IT service management (advantage).
- At least 10 years’ professional experience in digital transformation, ICT for development, e-government, or project management.
- At least 5 years in managerial/advisory roles.
- Experience in ICT regulatory development within public/private sectors.
- At least 3 years’ experience working with regional institutions, development banks, or international organizations.
- Familiarity with World Bank or donor-funded projects.
- Minimum 5 years of proven experience in the IGAD region.
Duty Station: Djibouti City, Djibouti (with frequent regional travel).
Eligibility
