Position Summary: Cluster Officer – Smart Start Scale-Up
The Cluster Officer is responsible for the field-level implementation of the Smart Start Scale-Up & DMPA SC SI Project. Operating at the sub-city and Woreda levels, the officer ensures project activities align with strategic objectives and donor expectations. This position acts as FGAE’s main liaison with public health facilities in assigned areas, supporting coordination, technical mentorship, and project performance monitoring.
Key Responsibilities
1. Program Implementation and Coordination
- Coordinate Smart Start Scale-Up & DMPA SC SI project activities in designated Woredas.
- Supervise project activities in partnership with Woreda-level health facilities.
- Conduct facility assessments and develop action plans to address identified gaps.
2. Technical Mentorship and Training
- Provide ongoing mentorship and support to clustered health facilities.
- Assist in planning and implementing trainings on Smart Start, DMPA SC SI, data quality, and related topics.
- Monitor availability of trained service providers and plan replacements as needed.
3. Stakeholder Engagement
- Liaise with local partners and stakeholders including Woreda administrations and health offices.
- Strengthen collaboration with community representatives and facility-based health workers.
4. Monitoring and Quality Assurance
- Ensure health facilities adhere to Quality of Care (QoC) guidelines.
- Monitor and follow up on self-assessments and supervision visits.
- Facilitate timely reporting of adverse events and stock management.
5. Data Management and Reporting
- Collect and analyze programmatic data from assigned facilities.
- Share performance reports with project leadership and contribute to evidence-based decision-making.
- Document lessons learned and best practices for scaling and replication.
Qualifications and Experience
Education
- BSc or MSc/MPH in Public Health or related fields.
Experience
- Minimum of 2 years (MPH/MSc) or 4 years (BSc) in a similar role, preferably within NGOs, SRH programs, or public health facilities.
Required Skills
- Proven experience in SRHR programming and project coordination.
- Familiarity with Ethiopia’s public health system and donor-funded health initiatives.
- Strong communication, teamwork, and mentorship skills.
- Ability to travel to field sites regularly and work with local partners.
- Familiarity with culturally appropriate and gender-sensitive programming.
