The Azerbaijan Government Scholarship 2026–2027 is a prestigious fully funded program launched in honor of National Leader Heydar Aliyev. This scholarship is designed for international students from eligible countries who wish to pursue higher education in Azerbaijan.
The program aims to strengthen global academic cooperation, promote cultural exchange, and build human capital through quality higher education at leading Azerbaijani universities.
Study Levels & Duration
- Bachelor’s Degree: 4–5 Years
- General Medicine: 5–6 Years
- Master’s Degree: 1.5–2 Years
- Medical Residency: 2–5 Years
- Doctoral (PhD): 3 Years
Fields of Study
The scholarship covers a wide range of disciplines including:
Agriculture, Engineering, Economics, International Relations, Business, Design, Public Administration, Medicine, Social Sciences, and many more programs offered by participating Azerbaijani universities.
Applicants may choose up to three programs at different institutions during the online application stage.
Benefits of Azerbaijan Government Scholarship 2026–2027
Selected students will receive full financial support, including:
- Full tuition fee coverage (including preparatory language courses if required)
- International economy class round-trip airfare (once per year)
- Monthly stipend of 800 AZN (approximately 470 USD) for 10 months per year
- Annual medical insurance allowance of 200 AZN
- Single-entry visa support
- Temporary residence permit for each academic year
This scholarship provides not only academic training but also an opportunity to explore Azerbaijan’s rich culture and modern education system.
Eligibility Criteria
To qualify for the Azerbaijan Government Scholarship 2026–2027, applicants must meet the following requirements:
- Must not be a citizen of Azerbaijan
- Individuals whose Azerbaijani citizenship has been terminated are not eligible
- Age limits (as of 15 September 2026):
- Undergraduate & General Medicine: Below 35 years
- Master’s & Medical Residency: Below 40 years
- PhD: Below 45 years
- Must be officially nominated by relevant government authorities (Ministry, Embassy, or state body) in their home country
- Must have a minimum academic performance of 70% (or equivalent GPA)
- Must submit a valid medical certificate confirming good health (including HIV/AIDS and Hepatitis B & C test results)
- Must meet language requirements of the chosen program (English, Russian, Turkish, or Azerbaijani)
- Dual nationality applicants may apply under only one nominated nationality
Language Requirements
Depending on the language of instruction:
English:
- Undergraduate: IELTS 5.0 or TOEFL 40
- Postgraduate: IELTS 5.5 or TOEFL 50
- Or proof that previous education was conducted in English
Russian / Turkish:
- Proof of proficiency or previous education in the respective language
Azerbaijani:
- Proof of proficiency in English, Russian, or Turkish, or previous education in one of these languages
Required Documents
Applicants must prepare the following documents:
- Completed nomination form (First Stage)
- Academic diplomas and transcripts (minimum 70% performance)
- Medical certificate (issued within last three months, including HIV/AIDS and Hepatitis B & C tests)
- Valid passport copy
- Updated CV or résumé
- Language proficiency certificate
- Motivation letter
- Copies of awards (if available)
All documents must be notarized and submitted in Azerbaijani, Turkish, English, or Russian. Documents in other languages must include a notarized English translation.
All files must be uploaded in PDF format during the second stage of the application process.
How to Apply
First Stage – Government Nomination
- Submit all required documents to the relevant government authority in your home country (Ministry, Embassy, or designated state body).
- Deadline for this stage: April 15, 2026 (6 PM Baku time).
Only officially nominated candidates will proceed to the next stage.
Second Stage – Online Application
- Apply through the Study in Azerbaijan Centralized Admission Service (SIACAS) portal: portal.edu.az
- Application period: May 18 – June 1, 2026 (until 6 PM Baku time)
- Select “Heydar Aliyev – International Education Grant” as your admission channel
- Choose up to three programs at participating universities
- Upload all required documents in PDF format
