JOB POSITION & REQUIREMENTS
The Population Council Ethiopia Country Office seeks Data Enumerators to support research and data collection activities across six regions in Ethiopia for an impact evaluation study on the Evaluation of the Postpartum Family Planning Program in Ethiopia.The Council has been working in Ethiopia since 1993 in partnership with the Government, Ministries, NGOs, universities, and community-based organizations to improve the lives of marginalized adolescent girls, young women, and the men and boys in their lives.The Data Enumerators will play a critical role in collecting high-quality data through surveys, interviews, and other research instruments. This data will contribute to shaping national and international policies and programs for people in Ethiopia and globally
Position 1: Data Enumerators
.Qualification:
- Must have a Bachelor’s degree in public health, nursing, medicine, or a related field.
- Must have knowledge of the Postpartum Family Planning Program.
- Must have experience in field-based data collection, preferably in health, social, or demographic studies.
- Familiarity with electronic data collection tools (e.g., ODK, SurveyCTO, KoBoToolbox).
- Strong interpersonal and communication skills to engage with diverse communities.
- Ability to work independently and in teams, with minimal supervision.
- Willingness to travel extensively within the assigned region.
- Proficiency in local languages spoken in the assigned region is required.
- Basic understanding of research ethics and data confidentiality.
- Strong organizational skills and attention to detail.
- Proficiency in English and one of the preferred locations of data enumeration is required.
Responsibilities:
- Conduct field-based data collection using structured surveys, interviews, and other research tools.
- Ensure accurate and timely data collection in adherence to the study protocol.
- Travel to assigned regions and communities to collect data from study participants.
- Maintain confidentiality and ethical standards during data collection.
- Collaborate with the research team to ensure data quality and consistency.
- Report daily or weekly to the Field Supervisors on data collection progress and challenges.
- Participate in training sessions to understand the study objectives, tools, and methodologies.
- Support the transcription and translation of qualitative data as needed.
- Assist in the preliminary cleaning and verification of collected data.
- Represent the Council professionally in the field and maintain positive relationships with participants and local stakeholders.

Duration of Data Collection: 5 days

Position 2: Field Coordinators and Supervisors
Qualification:
- Bachelor’s degree in public health, social sciences, demography, statistics, or a related field.
- Minimum of three years of experience in supervising field-based data collection, preferably in health, social, or demographic studies.
- Proven leadership experience managing teams of enumerators in field settings.
- Familiarity with electronic data collection platforms (e.g., ODK, SurveyCTO, KoBoToolbox) is highly desirable.
- Strong understanding of research ethics, data quality assurance, and confidentiality.
- Excellent communication and problem-solving skills to manage field challenges effectively.
- Proficiency in English and at least one local language spoken in the assigned region is required.
- Experience working with government and local stakeholders is a plus.
Responsibilities:
- Supervise, coordinate, and support field-based data collection across assigned regions.
- Train, mentor, and oversee enumerators to ensure high-quality data collection in line with research protocols and ethical guidelines.
- Monitor daily field activities, provide guidance, and resolve field-related issues in real-time.
- Ensure compliance with ethical standards and research protocols throughout data collection.
- Conduct spot checks and back-checks to verify data accuracy and consistency.
- Liaise with local authorities and community stakeholders to facilitate smooth data collection.
- Report on progress, challenges, and key observations to the Researcher, Associate I, regularly.
- Ensure timely submission of collected data and troubleshoot any data inconsistencies.
- Assist in qualitative data transcription and translation as needed.
- Represent the Population Council professionally in the field, fostering strong relationships with key stakeholders.

Position 3: Data analyst
Qualification:
- Master’s degree in economics, statistics, epidemiology, public health, demography, data science, or a related field.
- Experience with large-scale impact evaluations, preferably in the health sector.
- Proven expertise in experimental (e.g., Randomized Controlled Trials) and quasi-experimental impact evaluation methods (e.g., Difference-in-Differences (DiD), Propensity Score Matching (PSM), and others).
- Strong proficiency in Stata (experience with R, SPSS, or Python is an asset).
- Experience working with large-scale primary data, survey data, large health or demographic datasets (e.g., DHS, HMIS).
- Strong analytical, writing, and communication skills.
- Familiarity with qualitative data analysis software (e.g., NVivo, Atlas.Ti).
- Knowledge of maternal and child health, family planning, or RMNCH programs is an advantage.
- Proficiency in English, with strong oral and written communication skills.
- Strong ability to work collaboratively across teams and stakeholders.
- Demonstrated ability to manage multiple tasks and deliver high-quality work under tight deadlines.
- International experience and a publication record in peer-reviewed journals are considered a plus.
Key Responsibilities
- Conduct qualitative and quantitative data analysis.
- Conduct advanced data analysis using the Difference-in-Differences (DiD) method to evaluate the impact of the PPFP program.
- Conduct advanced data analysis using experimental methods (e.g., Randomized Controlled Trials) and quasi-experimental impact evaluation techniques (e.g., Difference-in-Differences (DiD), Propensity Score Matching (PSM), and others) across various research thematic areas of the Council.
- Clean, manage, and analyze large datasets related to maternal and child health, family planning, and program outcomes.
- Develop and implement robust statistical models to assess program effectiveness.
- Prepare high-quality reports, visualizations, and presentations to communicate findings to stakeholders.
- Collaborate with the research team to refine study design and ensure methodological rigor.
- Contribute to policy recommendations based on evaluation results.
- Strengthen the quality of quantitative and qualitative data, undertake data cleaning, and support the interpretation of findings to inform policy and programming on the Council’s four priority areas: Sexual and reproductive health and rights, Adolescents and young people, Gender equality and equity, and Climate and environmental changes
- Develop and manage data entry systems, ensuring data accuracy through spot checks and consistency checks.
- Oversee transcription and post-coding of qualitative data using NVivo or Atlas.Ti.
- Ensure strict adherence to ethical protocols and data security policies.
- Assist in developing and pretesting research instruments, including translation and back-translation.
- Contribute to report writing, manuscripts for publication, policy briefs, blogs, and conference presentations.
- Support dissemination activities through workshops, press releases, and digital platforms.
- Strengthen project implementation by developing management information systems (MIS) for partners.
- Facilitate data-driven program improvements and mid-course corrections.
- Represent the Council’s research in meetings with donors, partners, and research working groups.
- Participate in conferences, workshops, and research forums to enhance visibility and collaboration.
