DEPARTMENT PURPOSE: Oxfam’s Protection program is aimed civilians caught up in conflict and crises are safer and have their rights respected and fulfilled. Oxfam’s protection work uses a risk reduction-based approach, combining efforts to prevent or mitigate threats to civilians with actions to reduce their vulnerability, while building on their own capacity for self-protection.In Northern Ethiopia, Oxfam assists survivors of violence, coercion, and deliberate deprivation- with a strong focus on women and girls affected by Gender-Based Violence (GBV) – to reach the emergency help and support they require. These goals are achieved by strategically combining community-based protection work with advocacy, influencing and negotiation, and by facilitating safe, timely access for survivors to emergency and protection services.
TEAM PURPOSE:The Senior GBV Capacity Building Officer will be based in Kemissie town, Amhara with our partner team as secondment under the direct supervision of the Gender and Protection Team leader for Norther Ethiopia Program.
JOB PURPOSE:The Senior GBV Capacity Building Officer will play a critical role in addressing and mitigating the impacts of gender-based violence (GBV) within communities. This position is responsible for enhancing the capacity of healthcare and social service providers, strengthening community support mechanisms, and improving the accessibility and quality of services for GBV survivors.

KEY RESPONSIBILITIES(Technical, Leadership, People, and Resource Management)Capacity Building:Design and implement training programs for healthcare personnel on early diagnosis, management, and referral processes for GBV cases.Conduct capacity-building workshops for caseworkers and social workers on GBV case management and survivor-centered approaches.Train Health Extension Workers on GBV prevention, response facilitation, and community outreach activities.Together with the team leader build the capacity of the project team to act in line with professional and ethical principles and human rights and free from discrimination and stigmatization.Community Based GBV Prevention and Community Engagement:Identify and reinforce existing community support mechanisms to ensure effective buy-in and participation.Develop and execute awareness-raising campaigns tailored to the specific needs of the community regarding GBV.Assess protection risks and provide advice and counselling Strengthening and Support CSOs and facilitiesAssess and strengthen the infrastructure of safe houses and One Stop Centers (OSCs) to provide comprehensive support to survivors.Support the life skills training and income-generating activities (IGAs) for survivors residing in safe houses.Support the project partner to ensure technical competency required for the project is placedFollow up, supervision, Monitoring and ReportingCompile monthly and quarterly reports detailing program activities, participant feedback.Coordinate with local NGOs, government bodies, and UN agencies to establish comprehensive support networks.Establish indicators for measuring the effectiveness of training programs and community engagement efforts.Conduct regular evaluations to assess program impact on community awareness, survivor outcomes, and service provider capacity.During monitoring visits capture partnership issues and ensure that there is better coordination and collaboration with protection officers to avoid duplication of efforts at other serviceCollaboration, Coordination, and partnershipsActively participate in protection/GBV working groups to promote interagency collaboration.Engage with local counterparts to ensure culturally appropriate programming.Liaise with finance and logistics teams to facilitate procurement processes for program supplies.Ensure Oxfam’s visibility in the community by participating in events and sharing success stories.Promote organizational commitment to combating GBV through adherence to the Code of Conduct.Ensure the program implementation are well coordinated with project partner/s, timeline is maintained, quality is ensured, and approaches are harmonized with Oxfam and project partner/s.Represent local level coordination mechanism related to gender and protection or other sub-sectors under the theme.Participates in outreach activities, when necessary, in coordination with other staffStaff Capacity DevelopmentAssist in the recruitment, training, and ongoing support of program staff.Develop self-care strategies for staff to manage the emotional toll of working in GBV-related fieldsAdhere Oxfam code of conduct and technical standards in programming and support to ensure the practice by project team.Budgeting and Financial PlanningCreate work plans aligned with financial pipelines.Develop spending and procurement plans to ensure effective resource utilization.Carries out additional tasks assigned by line manager, as needed

SKILS, Experience, Knowledge & Competencies

EssentialEssential Criteria/qualification & Skill for a Long ListBachelor’s degree in social work, clinical social work, psychology, clinical psychology, public health, psychiatrist, gender studies, or a related field; master’s degree preferred.Minimum of 5 years of experience and at least 3 years’ experience in GBV programming, including GBV capacity building, case management, and psychosocial support.Strong understanding of GBV issues, community dynamics, and service provision.Proven experience in capacity building, training facilitation, and program management.Excellent communication skills, both written and verbal.Ability to work collaboratively with diverse stakeholders, including government agencies, NGOs, and community members.Strong organizational skills with the ability to manage multiple priorities effectively.Proficiency in English and fluency in local languageTraining in GBV prevention and response, including GBViE, GBV Case management, CMR and integrating GBV in humanitarian actionExperience in the provision of capacity-building training, SBCC/IEC strategies, and community-based protection.Previous GBV training provision experience for social and Health care workers, including GBV Case management,Familiarity with GBV minimum standardsExperience in provision of training on Clinical management of rape survivorsDesiredMental health and psychosocial support (MHPSS) intervention experience is a plus.Knowledge and skills on local languages of the project areasCan work in time pressure and hardship locations being at the field.
