PURPOSE OF THE ASSIGNMENT

With support from GAVI and Alliance partners, Ethiopia’s Ministry of Health is transitioning from the 10-dose measles vial to the 5-dose measles vial (M5D). This consultant role will provide technical leadership, coordination, monitoring, and risk mitigation to ensure a smooth, safe, and effective national switch while improving measles vaccination coverage and reducing missed opportunities.

SCOPE OF WORK

A. Strategic Planning & Coordination

  • Support national and sub-national M5D planning and coordination through TWGs and task forces
  • Facilitate micro-planning at regional, woreda, and health facility levels
  • Align M5D switch with routine immunization and accelerated catch-up plans

B. Training & Capacity Building

  • Support cascade trainings on M5D eligibility, scheduling, documentation, and delivery
  • Provide on-the-job technical assistance on open vial policy and wastage reduction

C. Service Delivery Support

  • Promote daily measles vaccination across all eligible facilities
  • Strengthen integration with child health and nutrition services
  • Support outreach, mobile services, and PIRI strategies

D. Cold Chain & Logistics

  • Ensure cold chain readiness and storage capacity
  • Monitor vaccine distribution, stock management, and wastage tracking
  • Ensure safe waste management and disposal

E. Monitoring & Evaluation

  • Support integration of M5D indicators into DHIS2
  • Facilitate routine performance reviews and supportive supervision
  • Document lessons learned and best practices

F. Demand Generation & Communication

  • Strengthen interpersonal communication skills of health workers
  • Support community mobilization through VHLs, WDA, religious leaders, and media

G. AEFI Surveillance & Safety

  • Strengthen AEFI detection, reporting, and investigation
  • Mitigate risks related to vial handling, diluent use, and vaccine safety

H. Reporting & Documentation

  • Prepare monthly technical and progress reports
  • Contribute to donor updates and the final M5D switch report

JOB REQUIREMENTS

Minimum Requirements

  • Education: Master’s degree in Public Health, Epidemiology, Health Systems, or related field
  • Experience: Minimum 5 years of experience in immunization and health systems
  • Skills: Strong quantitative and analytical skills
  • Language: Fluency in English required

Desirable Qualifications

  • Experience at national, sub-national, and health facility levels
  • Experience in new vaccine introduction and SIAs
  • Strong coordination and communication skills
  • Experience in humanitarian or fragile settings
