About the National Election Board of Ethiopia (NEBE)
The National Election Board of Ethiopia (NEBE) is an independent constitutional body established under Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. NEBE is mandated to conduct free, fair, and credible elections and referendums across the country.
Since its establishment, NEBE has organized five national elections, two local elections, and six referendums, operating through federal, regional, and administrative city branch offices. In January 2019, a reform proclamation (Proclamation No. 1133/2019) restructured the Board to five full-time members serving six-year terms, strengthening institutional independence and operational efficiency.
NEBE invites qualified and competent candidates to apply for the following positions.
Position 1: Financial and Operational Data Analyst
Education & Experience
- MA or BA degree in Finance, Computer Science, Data Science, Economics, or related quantitative fields
- Minimum experience:
- 5 years (Master’s degree holders)
- 7 years (Bachelor’s degree holders)
- Experience in data analysis, finance, or operations management, preferably in high-volume data environments
Technical Requirements
- Advanced proficiency in Microsoft Excel (financial modeling, pivot tables, nested formulas, dynamic arrays)
- Strong experience using Power BI or similar data visualization tools
- Proven ability to manage and query relational databases (SQL, PostgreSQL)
- Highly desirable: Python proficiency for data automation and transformation

Position 2: Human Resources Development Expert
Education & Experience
- BA or MA degree in:
- Human Resource Management
- Management
- Business Administration
- Public Administration or Development Management
- Minimum experience:
- 5 years (Master’s degree holders)
- 7 years (Bachelor’s degree holders)
Knowledge Requirements
- Change management concepts and methodologies
- Ethiopian Labor Law and employment regulations
- HR policies, procedures, modern practices, and trends
- HR metrics and performance management systems
Duty Station: NEBE Head Office, Addis Ababa
Position 3: Project Finance Expert
Education & Experience
- BA or Master’s degree in Accounting, Economics, Business, or related fields
- Minimum experience:
- 7 years (Bachelor’s degree holders)
- 5 years (Master’s degree holders)
Knowledge Requirements
- Donor rules, regulations, and financial manuals
- Tax laws and payroll preparation
- Donor financial reporting procedures and formats

Position 4: Deputy Head – Civic and Voter Education Department
Education & Experience
- MA degree or PhD in:
- Social Work
- Business Administration
- Sociology
- Civics Education
- Political Science and International Relations
- Law
- Public Administration
- Education, Development Studies, or related fields
- Minimum experience:
- 9 years (Master’s degree holders)
- 7 years (PhD holders)
- At least 4 years in leadership positions
Duty Station: NEBE Head Office, Addis Ababa
Position 5: Deputy Head – Procurement Management Department
Education & Experience
- BA or Master’s degree in:
- Logistics and Supply Chain Management
- Procurement & Supplies Management
- Management, Economics, Marketing, or related fields
- Minimum experience:
- 9 years (Bachelor’s degree holders)
- 7 years (Master’s degree holders)
- At least 4 years in leadership roles
- Experience in procurement and contract administration
Mandatory Certifications & Trainings
- Public Procurement Administration Advanced Professionalization Training
- IMIS Purchasing Module
- e-GP System
- Team Leadership Training
- Professional certifications such as:
- CPSM (Certified Professional in Supply Management)
- CIPS (Chartered Institute of Procurement & Supply)
