About the Organization
The National Electoral Board of Ethiopia (NEBE) is an independent constitutional body established under Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. NEBE is responsible for organizing and administering national and local elections as well as referendums across the country.
Since its establishment, NEBE has conducted five national elections, two local elections, and six referendums, with branch offices operating at federal, regional, and city administration levels. Following institutional reforms introduced by Proclamation No. 1133/2019, NEBE strengthened its governance structure to enhance transparency, accountability, and operational effectiveness.
Available Positions
Position 1: Program Assistant
Education & Experience
- BA or MA Degree in Management, Public Administration, Secretarial Science and Office Management, Law, Political Science, or related fields
- Experience:
- 3 years with a Bachelor’s degree
- 0 years with a Master’s degree
- Proven experience in event management and travel coordination
Required Skills
- Strong written and spoken English and Amharic
- Computer literacy
- Knowledge of additional local languages is an advantage
Duty Station:
NEBE Headquarters, Addis Ababa
Position 2: Deputy Head – Planning, Monitoring, Evaluation and Learning (PMEL) Department
Education & Experience
- MA/MSc or PhD in Economics, Statistics, Mathematics, Management, or other relevant fields
- Work Experience:
- 9 years with a Master’s degree
- 7 years with a PhD
- At least 4 years in a leadership role
Required Knowledge & Competencies
- Strong knowledge of PMEL / PMEA / MEAL systems, preferably within elections or governance programs
- Understanding of election cycles and strategic management
- Ability to think strategically and design long-term plans
- Familiarity with electoral laws and processes is an advantage
- Proficiency in quantitative and qualitative data analysis techniques
- Strong command of PMEL tools, methodologies, and best practices
- Data analytics and reporting skills
