With Ethiopia facing complex humanitarian emergencies, including conflict and drought, strengthening the immunization system remains a top priority to ensure equitable access to life-saving vaccines.
Background and Context
Ethiopia has made notable progress in expanding immunization services. However, according to WUENIC 2024 estimates:
- National DTP1 coverage: 81% (below global and regional averages)
- Approx. 768,000 zero-dose children in 2024
- Frequent vaccine stockouts and weak last-mile delivery systems
- Limited stock visibility at subnational levels
To address these challenges, the AHEAD initiative has strengthened data harmonization and coverage estimation. The consultancy will support improvements in immunization supply chain systems aligned with:
- Primary Health Care (PHC) optimization
- Universal Health Coverage (UHC)
- Immunization Agenda 2030 (IA2030)
Purpose of the Consultancy
The Senior Immunization Supply Chain Consultants will support the Ministry of Health (MoH) and its agencies in strengthening vaccine supply chain systems. This includes:
- Planning and forecasting
- Procurement and distribution
- Cold chain management
- Digital supply chain systems
- Monitoring and reporting
- Capacity building
Key Responsibilities
1. Strategic & Technical Advisory
- Provide technical input to EPI strategic documents and National Immunization Strategy (NIS)
- Support vaccine co-financing discussions
- Collaborate with UNICEF Supply Division and logistics working groups
2. Forecasting, Procurement & Distribution
- Support vaccine forecasting and shipment planning
- Analyze Vaccine Request Forms (VRF)
- Assist with new vaccine introductions and SIAs
3. Digital Systems & Data Visibility
- Provide technical assistance on:
- mBrana
- Dagu
- VIVA
- eLMIS
- Ensure 85% of e-VARs submitted within 72 hours
- Promote supply chain digitalization
4. Cold Chain Equipment (CCE) Management
- Ensure availability and maintenance of CCE
- Support eco-friendly disposal of obsolete equipment
- Conduct inspections and support GAVI-HFSE initiatives
5. Monitoring & Evaluation
- Support national EVM 2.0 assessments
- Implement Continuous Improvement Plans (cIP)
- Monitor IA2030 and DISC indicators
- Conduct temperature and wastage monitoring studies

- Financial support documentation for co-financing
- Cold chain optimization and monitoring reports

- Quarterly IA2030/DISC performance reports

- Last-mile delivery progress documentation
- Vaccine wastage monitoring plan
- Final comprehensive consultancy report
Minimum Requirements
Education
Bachelor’s Degree in:
- Pharmacy
- Public Health
- Logistics & Supply Chain Management
- Or related fields
Experience
- Minimum 5 years of relevant experience in immunization supply chain management
- Experience in emergencies or health sector preferred
- Expertise in:
- Forecasting and supply planning
- Customs clearance
- Cold chain management
- National CCE inventory development
- Ethiopian health supply systems
Technical Skills
- WHO PQS-listed equipment knowledge
- Gavi CCEOP process familiarity
- Temperature monitoring and cold room mapping
- Data quality and analytics skills
- Strong reporting and training capabilities
- Proficiency in MS Excel, Word, and PowerPoint
Language
- Fluency in English required
- Knowledge of another UN language is an asset
