Ireland’s engagement in Ethiopia includes diplomatic relations, development cooperation, humanitarian support, and partnerships with government institutions and international organizations.

Position Overview

The Embassy of Ireland is seeking to recruit a highly motivated, results-driven, and flexible Programme Officer to provide temporary maternity cover for a six-month period. The position requires strong technical knowledge, project management experience, and excellent communication and analytical skills. The Programme Officer will report directly to the Ambassador and collaborate closely with Embassy staff and external partners, including government ministries, international organizations, and NGOs.

Key Responsibilities

  • Support the design, implementation, monitoring, and evaluation of development programs and partnerships.
  • Manage financial disbursements, procurement processes, and reporting for Embassy-funded projects.
  • Ensure alignment of programmes with Ireland’s development cooperation priorities, particularly in gender equality and governance.
  • Contribute to strategic planning, policy analysis, and learning processes within the Embassy.
  • Prepare high-quality reports, briefing materials, and documentation for internal and external stakeholders.
  • Engage regularly with partner organizations, ministries, and civil society to strengthen collaboration and achieve development results.
  • Support the mainstreaming of cross-cutting issues including governance, gender equality, protection, and climate resilience.

Essential Requirements

Applicants must clearly demonstrate the following qualifications and experience:

  • A Master’s degree in a relevant field such as Development Studies, Political Science, Law, or related disciplines.
  • A minimum of 5 years of experience in project cycle management, including financial oversight, audits, and procurement.
  • Proven technical expertise in at least two development cooperation priority areas, especially gender and governance.
  • Demonstrated experience in programme design, monitoring, evaluation, and learning (MEL).
  • Strong understanding of cross-cutting issues such as gender equality, governance, and climate change.
  • Excellent written and verbal communication skills in English; proficiency may be tested.
  • Strong interpersonal and teamwork skills, with the ability to engage effectively with diverse stakeholders.
  • Proven ability to deliver high-quality results within deadlines.
  • Proficiency in MS Office Suite (Word, Excel, Outlook, PowerPoint); additional experience with data management tools is an asset.
  • Willingness and ability to travel frequently, including to remote field locations.
  • Legal right to live and work in Ethiopia prior to recruitment.

Terms and Conditions of Employment

  • Contract Duration: 6 months (with a 30-day probation period)
  • Working Hours:
    • Monday to Thursday: 8:00 AM – 5:00 PM
    • Friday: 8:00 AM – 2:00 PM
    • Total: Not exceeding 48 hours per week
  • Annual Leave: 10 working days for the six-month contract
  • Salary: €1,890.60 per month (paid in Ethiopian Birr, directly to a bank account)
  • Location: Embassy of Ireland, Addis Ababa

Eligibility

Candidates must have permanent legal residency and work authorization in Ethiopia and will be subject to Ethiopian employment and taxation laws.
