About CORDAID Ethiopia
CORDAID Ethiopia implements health system strengthening initiatives with a focus on improving quality, access, and efficiency in healthcare delivery. The Assistant Health System Strengthening Officer (AHSSO) supports Performance-Based Financing (PBF) projects, works with contracted Health Facilities (HFs) and Community-Based Organizations (CBOs), and ensures effective monitoring, verification, and reporting of health service delivery data.
Key Responsibilities
Verification & Monitoring
- Conduct monthly verification of PBF-contracted Health Facilities (HFs) and Health Posts (HPs).
- Support CBOs in quarterly verification of HF registers, client satisfaction surveys, and data accuracy.
- Enter declared and verified PBF data into the central database.
- Monitor proper use of subsidies and financial compliance of contracted HFs.
Trainings & Coaching
- Train newly contracted HFs and CBOs on PBF processes.
- Coach Health Posts and HFs to improve documentation, reduce reporting errors, and enhance HMIS management.
Networking & Reporting
- Plan and coordinate activities of contracted CBOs.
- Compile weekly, monthly, and quarterly reports for the Field Office Coordinator.
- Represent CORDAID and the PBF-project in Jimma Zone forums and Steering Committees.
Business Plan & Contracting Support
- Assist in preparation, review, and signing of contracts with HFs, Woreda Health Offices, Zonal Health Departments, and CBOs.
- Support regular Business Plan reviews and submissions to the Field Office.
Qualifications & Experience
- Degree in Nursing, Midwifery, Health Promotion, or Public Health.
- At least 1 year of relevant experience in the health sector, including internships or attachments.
- Minimum 6 months working experience with the Ministry of Health (district, zonal, or regional level) is an advantage.
- Basic understanding of Performance-Based Financing (PBF) processes.
- Knowledge of the Jimma Zone health system is a plus.
- Fluency in Afan-Oromo and English.
- Computer literacy and experience with relevant software packages.
- Motorbike license (Ethiopian) is required.
